I tend to believe that within the physical limits of their breed, confirmation, health, age, etc., most mentally intact horses are capable of doing just about anything we might ask of them. It's primarily a matter of proper training.
Of course my experience is limited, and I have a habit of giving horses the benefit of the doubt, but that's my 2 cents.
